LICENCE TO OPERATE GAMING MACHINES
Pursuant to Section 56 of the Gambling Act 2003 ("the Act"), the Secretary of Internal Affairs hereby grants a Class 4 Operator's Licence to:
THE BENDIGO VALLEY SPORTS AND CHARITY FOUNDATION ("the corporate society")
authorising it to conduct Class 4 gambling by way of gaming machines for the sole objective of distributing the net proceeds from the gambling to the following authorised purpose(s):
1. DONATIONS TO ANY CHARITABLE OR PHILANTROPIC ORGANISATION TO THE EXTENT IT IS CHARITABLE AND CULTURAL, AMATEUR SPORTING, BONA FIDE YOUTH OR EDUCATIONAL ORGANISATIONS TO FURTHER THE OBJECTIVES OF THESE GROUPS AND ANY OTHER PURPOSE THAT IS BENEFICAL TO THE COMMUNITY OR ANY SECTION OF IT. NO GRANT SHALL BE MADE TO ANY PARTY WHICH WILL RESULT IN COMMERCIAL ADVANTAGE, EITHER DIRECTLY OR INDIRECTLY, TO ANY MEMBER SITES OF THE BENDIGO VALLEY SPORTS AND CHARITY FOUNDATION.
This licence is granted subject to the provisions of the Act, any regulations or games rules made under the Act, and the licence conditions included in or added to this licence. A breach of the Act, regulations, game rules or licence conditions may be an offence under the Act and may result in the suspension, cancellation, refusal to amend, or non-renewal of this licence.
The authority granted by this licence commences on 25 June 2019 and expires on 30 September 2019

Mission Statement:
This Charitable Trust was established in 1987 to maximise funding to all organisations that comply with our class 4 operators licence under the Gambling Act 2003
In accordance with the Gambling Act 2003 Section 110 (4) (c) Bendigo Valley Sports and Charity Foundation annually reviews all aspects of distribution of net proceeds and Trust management to ensure all procedures and processes are robust, timely, and compliant with the above Act.

Criteria:
At a meeting of the Trustees on 25th October 2012 it was resolved that only applications shall be considered for donations to any charitable, philanthropic, cultural, amateur sporting, bona fide youth or educational organisation and any other purpose that is beneficial to the community or any section of it within any provincial area which this Society operates its class 4 gaming machines.
The basis approved criteria used in allocating this Funding:
The Trustees prioritise funding so that it is allocated fairly based on their impartial assessment of the needs of the applicant and the value to any part of the community. The Trustees must consider prior grants, efforts by the applicants to maximise the use of any funding allocated and the applicant's efforts to conduct self-motivated fund-raising.
No grant shall be made to any party which will result in any commercial advantage, either directly or indirectly, to any member venue of the Bendigo Valley Sports and charity Foundation.
Conflict of Interest: the Trustees declare no conflicts of interest.

Applications are invited from the community for grants from available funds
Trustee meetings will be held to consider applications every fortnight as from 26 January 2023, this may vary subject to the volume of applications
Quotes for supply of services or goods:
At least two quotes are required for all goods and services unless there is a reason for this not to be available and a full explanation must be supplied with the application.
Support Local Suppliers:
Every endeavour must be made by all applicants to obtain competitive quotes within the community where funding is raised. This is considered when reviewing applications.
